The Department of Environment and Natural Resources (DENR), through the Environmental Management Bureau (EMB), conducted an Anti-Smoke Belching Unit (ASBU) Training Workshop for the Metropolitan Manila Development Authority (MMDA) on October 14, 2025, at the Air Quality Management Training Center (AQMTC), DENR Compound, Quezon City. The activity aimed to strengthen the technical capability of MMDA-ASBU teams in implementing the provisions of the Philippine Clean Air Act of 1999 (Republic Act No. 8749), particularly in proper apprehension procedures, operation of emission testing equipment, and adherence to prescribed emission standards to reduce vehicular air pollution in Metro Manila.

Organized by the Air Quality Management Section (AQMS) of EMB’s Environmental Quality Management Division (EQMD), the workshop featured technical lectures, practical demonstrations, and group discussions focused on enhancing participants’ operational proficiency and ensuring consistency in field enforcement. On behalf of Assistant Secretary for Environment and concurrent EMB Director Jacqueline A. Caancan, CESO III, Engr. Marcelino N. Rivera, Jr., OIC-Chief of EQMD, delivered the welcoming remarks and officially opened the session. He expressed appreciation to MMDA-ASBU participants and EMB facilitators for their active involvement, emphasizing the importance of continuous learning and collaboration in upholding the Clean Air Act’s objectives and promoting cleaner air for Metro Manila.

In her message, Assistant Secretary Caancan underscored EMB’s ongoing commitment to supporting enforcement units through regular technical training and capacity-building initiatives. “By strengthening the knowledge and technical skills of our enforcement partners, we empower them to carry out their duties more effectively and responsibly. Through collaboration and continued training, we take concrete steps toward achieving cleaner air and a healthier environment for all,” she said. The workshop reaffirmed EMB’s dedication to advancing its clean air programs through technical competence, inter-agency coordination, and sustained implementation of air quality management measures.
