Permit Image Pursuant to DENR Administrative Order No. 2000-81, otherwise known as the Implementing Rules and Regulations of the Philippine Clean Air Act of 1999, all sources of air pollution subject to the guidelines shall have a Permit to Operate issued by the EMB Regional Director. The permits shall cover emission limitations for the regulated air pollutants.

  1. Check if the subject the Air Pollution Source Installation/Equipment (APSI/E) needs PTO. Go to https://air.emb.gov.ph.
  2. Click ‘Laws and Policies for Air Quality Management’ in the Menu tab and download copy of EMB Memorandum Circular No. 2020-17.
  3. Verify if the APSI/E is under the list of EXEMPTED SOURCES FROM SECURING PTO by checking Annex C of EMB MC 2020-17 also known as Guidelines on the Issuance of PTO for APSI/E through the Online Permitting and Monitoring System (OPMS).
  4. Click ‘Laws and Policies for Air Quality Management’ in the Menu tab and download copy of MC-2007-003.pdf . Verify if the APSI/E if (a) Large or Environmental Significant Sources; (b) Medium Sources; or (c)Exempted from Source Testing.
  5. If APSI/E is not exempted, proceed with OPMS PTO registration.
  6. Register Account in Environmental Management Bureau – Online Permitting and
    Monitoring System (EMB-OPMS)
  7. Fill out Application / Submit Application and Upload Documentary Requirements in .pdf file format.
  8. Payment of corresponding fees. Order of Payment shall be downloaded by the
    proponent and can be paid thru online banking (linkbizportal) or thru EMB cashier.
  9. Return and submit the PTO application to EMB with provided payment information details and attached Official Receipt (OR)
  10. The client will receive online the approved PTO online for printing.
